About Us
The Industrial Development Authority of the City of Peoria was incorporated on June 14, 1977. The Authority, consisting of seven members, follows Arizona Revised Statutes Title 35, Chapter 5 and Peoria City Code, Chapter 3, Sections 3-25 and 3-26. The Economic Development Services Director serves as the liaison with the Industrial Development Authority. The Authority is responsible for approving secured or unsecured loans for the purpose of financing or re-financing the acquisition, construction, improvement or equipping of privately-owned projects.
Bond Financing
The City of Peoria IDA serves as a conduit issuer of private activity bonds, which attract private investment to finance projects that provide a public benefit. The City of Peoria IDA has issued bonds for a broad range and scope of undertakings involving educational facilities, healthcare facilities, multifamily housing projects, and nonprofit organizations.
Board of Directors
Charles Bruen PresidentDr. Charles Bruen was born, raised and spent a large portion of his working life in North Jersey. He holds a BS degree in Pure Math, an MA in Administration and Supervision, an MS in Computer Science, and a Doctorate in Math. He retired the first time in 2001 and moved to Peoria to work for the Arizona Department of Education. He is a 23-year resident of Peoria and lives with his wife Carol and plays in three bands: Arizona Winds, Surprise Pops, and the Glendale Summer Band. After retiring a second time in 2013 he became more active in the community. Charlie completed the Peoria Leadership Institute, the Peoria Citizens’ Police Academy, and the Peoria Fire Academy. He has served on the Library Board and the Parks, Recreation and Services Committee. |

Brian Greathouse Vice PresidentSince 2002, Brian has entitled, designed and developed a variety of different types of real estate assets, including master-planned communities, infill single family, multi-family, mixed-use, commercial, industrial, and municipal facilities. Brian is sought after by Property Owners and Real Estate Professionals to help develop challenging properties and solve problems. Brian obtains amendments to General Plans and Special Area Plans, Rezoning approvals, Variances and Use Permits, Site Plan approvals, Preliminary and Final Plat approvals, and modifies Zoning Stipulations. Brian also negotiates and processes Pre-Annexation and Development Agreements and other Private Agreements between Land Owners and Municipalities to overcome real estate development challenges. Further, Brian represents Clients in Condemnation matters, Transactional Real Estate matters, such as Purchase and Sale, Lease, and Easement Agreements, Declarations and CC&Rs, and represents Clients in various Real Estate Litigation matters. |

Franklin Schiller TreasurerFranklin (Frank) Schiller was born and raised in New Jersey and received his MS degree in Materials Science from Rutgers University. He worked as a scientist at Lever Bros. (now Unilever) Research Laboratories and later at Ethicon, Inc., a Johnson & Johnson medical device company. He retired to the Valley of the Sun 21 years ago, eleven of which is in Peoria, and has never looked back! Frank enjoys great food, the rich cultural activities of the Valley and is heavily involved with several charitable organizations. He has completed the Peoria Leadership and Citizen Police Academy courses of Peoria and was a member of Peoria’s Quality of Life Committee. He is celebrating 55 years of marriage to the love of his life, Joanna. |

Andrea Johnson DirectorAndrea D Johnson was born in Long Beach California and moved to Arizona with her grandmother. She has been a resident of Peoria Arizona since 2019 and currently resides here with her children. Andrea is in the process of completing her bachelors of Psychology at the University of Arizona and has an associate's degree in business with the University of Phoenix. She currently works as a Realtor with Coldwell Banker Realty and serves a large part of the West Valley including Peoria, Glendale, Goodyear, Surprise and Buckeye (to name a few). Being a Realtor gives her a different perspective on the development of the city and also requires her to remain active in the community. She is a member of the National Coalition Against Domestic Violence (NCADV) and paid speaker, she holds a notary license in the state of Arizona and now serves on the Industrial Development Authority Board with a term through 2027. |

Michael Mitchum DirectorMichael Mitchum has a wide array of business experience that stretches over 40 years. His accomplishments include serving as an Executive, Manager/Placement Counselor, Administrator, Executive Director and Corporate Operations Director in the Newspaper field, Vocational Rehabilitation arena and Senior Housing/Healthcare industry. Mike retired from Life Care Services and the Senior Housing Industry after 29 years of service. Upon retirement, he served on the City of Glendale Industrial Development Authority from 2012-2017. Mike currently serves on the Maricopa County Pollution Control Board and the City of Peoria Industrial Development Authority Board. Mike holds a Bachelor of Science Degree, Major American History/Psychology and a Master of Science Degree, Counseling Psychology, from Indiana University, Bloomington, Indiana. Mike’s avocational interests are tennis, basketball, softball and motorcycling. His wife Jill is a Registered Nurse. They are the proud parents of two adult daughters, Mallary who resides in San Diego, California and works for a large national recruiting agency and Samantha who resides in Glendale, Arizona where she works for a commercial real estate/leasing firm. |

Edward Molina DirectorEdward Molina was born in 1953 and moved to Peoria in 1962. Shortly after graduating from Peoria High School, he joined the Army in November 1971. Edward served 22 years of active duty retiring at Fort Huachuca (Sierra Vista), AZ. He started his own company in 2006 and retired from that company in 2015. Edward served as a member of the Sulphur Springs Valley Electric Cooperative board from 2011 to 2018. He also served as Director of the Veterans Business Outreach Center for the state of Arizona. Edward moved back to Peoria in November of 2018. He is married to Susan (Curry) Molina and they have four children and six grandchildren. |
